民办学校党建工作意见
民办高校法定代表人是学校安全稳定工作的第一责任人。民办高校党组织要加强对安全稳定工作的督促检查，积极协调决策机构、行政管理机构，研究部署学校的安全稳定工作。下面是民办学校党建工作意见，欢迎阅读参考。
民办学校党建工作意见 民办高校是中国特色社会主义高等教育事业的重要组成部分，是推动我省高等教育发展的一支重要力量。加强民办高校党的建设工作，是全面贯彻党的教育方针、加强党对民办高校领导的需要，是促进民办高校健康发展、维护民办高校和谐稳定的需要，是深入推进党建工作创新工程、提高党的基层组织建设科学化水平的需要。根据《中国共产党章程》和有关规定，现就进一步加强我省民办高校党建工作，提出以下意见。
一、进一步明确民办高校党组织的主要职责
民办高校党组织在学校发挥政治核心作用，领导学校的党建、思想政治工作和德育工作。主要职责是：(1)宣传和执行党的路线方针政策，执行上级党组织的决议，坚持社会主义办学方向和教育公益性原则，致力于培养社会主义建设事业的各类人才。(2)引导监督学校遵守法律法规，参与学校重大问题的决策，支持学校董事会(理事会)和校长依法行使职权，支持学校改革发展，及时向上级党组织和政府职能部门反映学校的合理要求，帮助解决影响学校改革发展稳定的突出问题。(3)全面加强学校党的思想、组织、作风、制度和反腐倡廉建设，做好党员发展教育、管理服务工作。(4)围绕学校中心工作和培养人才的根本任务，发挥党的理论优势、政治优势、组织优势、制度优势和密切联系群众的优势，组织、服务、团结和带领师生员工共同促进学校健康发展。(5)加强对教职工代表大会，学校工会、共青团、学生会等群众组织的领导，充分发挥群众组织参与学校民主管理和民主监督的重要作用，在事关师生员工利益问题上加大监督力度，切实维护和保障广大师生的合法权益。(6)做好统一战线工作，支持学校内民主党派的基层组织按照各自章程开展活动。
各民办高校要认真落实《中共中央组织部、中共教育部党组关于加强民办高校党的建设工作的若干意见》(教党〔20XX〕31号)中发挥党组织政治核心作用的主要职责。要认真组织学习《中共江苏省委教育工委关于贯彻〈中国共产党普通高等学校基层组织工作条例〉的若干意见》(苏委教组〔20XX〕6号)的有关精神，结合本校实际，制定贯彻文件，切实落到实处。
二、加强以党组织书记为重点的党务干部队伍建设
(一)加强民办高校党组织领导班子思想政治建设。建立健全中心组学习制度，坚持用马克思主义中国化的最新成果武装头脑、指导实践、推动工作，不断提高领导班子成员的思想政治素质和工作能力。坚持党的民主集中制原则，完善党组织领导班子议事规则和工作规范，充分发扬民主，推进党务公开，以党内民主推动民办高校民主管理。
(二)切实推进“双向进入、交叉任职”工作机制。学校党组织负责人可通过法定程序进入学校董事会(理事会)或兼任行政管理职务;符合条件的董事会(理事会)和行政领导班子中的党员可通过选举或上级党组织任命等方式进入学校党组织领导班子。健全学校党委与学校董事会(理事会)的协商沟通机制。学校的发展规划、重要制度、人事安排、财务预决算、基本建设、招生收费等重大事项决策前，董事会(理事会)主要负责人要与学校党组织负责人进行沟通酝酿，尽可能协商一致后再提交会议讨论。要建立和完善学校党组织与学校行政领导班子的联席会议制度，学校的教学科研、专业(学科)建设、制度建设、人才培养、社会服务等重大事项通过党政联席会议决定。
(三)选优配强民办高校党组织书记。民办高校党组织主要负责人，逐步做到按组织关系隶属，由党委教育工作部门选派。参照公办高校党委书记的要求，从公办高校校级后备干部、退居二线的高校领导班子成员(党委教育工作部门、教育行政部门党的工作机构负责人)、退休的高校和党委教育工作部门(教育行政部门)负责人中择优选任民办高校党委书记。选派对象须有5年以上高校党的领导工作或党委教育工作部门(教育行政部门)党的领导工作经历。选任的民办高校党委书记任职期间的行政、供给关系均保留在原单位，按照规定发放工资福利。由公办高校后备干部选任的，原则上要任满一届。由退休干部选任的，身体健康，本人自愿，任职年龄不超过70周岁。选任的民办高校党委书记的工作条件由任职学校提供。工作津贴，要逐步理顺关系，由选派单位发放(在具体政策出台前，仍按现行办法办理)。选派的民办高校党委书记可兼政府派驻学校督导专员，依法监督、引导学校的办学方向、办学行为和办学质量。市委教育工作部门选派民办高校党组织负责人前，须向省委教育工委请示选派事项及人选情况，由省委教育工委批复同意后，市委教育工委任命或批复党代会选举。
省(市)委教育工作部门选派人员到学校任职，要事先与学校董事会(理事会)负责人沟通。学校董事会(理事会)应从各方面创造条件，支持选派干部履行工作职责。选派的公办高校后备干部离任后的工作安排，由省(市)委教育工作部门负责。选派的其他人选离任后未到退休年龄的，回原单位安排工作。选派的民办高校党组织负责人的日常管理和年度考核由选派部门负责。
民办高校校级党组织须配备1名或1名以上的专职党组织负责人，实行党员群众公开推荐和党组织推荐相结合的党组织负责人选任制度。由学校党委根据党组织隶属关系报党委教育工作部门办理任职手续。
(四)加强民办高校党务干部队伍建设。从实际出发，逐步建立一支素质优良、精干高效、专兼职结合的党务干部队伍。学校内各基层党组织负责人应由政治素质好、群众威信高、工作能力强、党务工作经验丰富的党员担任。院系党组织应至少配备1名专职或者兼职组织员。对兼职从事党务工作的人员，应计算工作量。将民办高校党务干部纳入全省高校党务干部培训体系，定期进行培训。
三、积极探索提升民办高校党建工作水平的有效途径
(一)健全民办高校党组织。民办高校一般应设立党的基层委员会。设立党的基层委员会的民办高校应建立党的纪律检查委员会。纪律检查委员会接受学校党委和上级纪委双重领导。学校党委会和纪委会由党员大会或党员代表大会选举产生，每届任期5年。学校内基层党组织设置尽可能与管理、教学科研等机构和专业(学科)、年级、班级对应设置。党员7人以上的党支部要设立支委会，学生中正式党员达3人以上的班级应成立学生党支部，学生宿舍、校外师生党员较为集中的实习实训点，可建立临时党组织。有条件的学校党委应设立办公室、组织部、宣传部等工作部门，配备必要的工作人员。学校变更或终止时，学校党组织由上级党组织做出调整或撤销决定。
(二)加强民办高校党员教育管理。巩固和发展历次党员教育活动取得的成果，建立健全党员教育管理的长效机制。丰富党员教育的内涵，通过党员责任区、党员示范岗、结对帮扶和志愿服务等行之有效的方式，积极为党员服务群众、加强党性锻炼、提高能力素质搭建平台。有条件的民办高校可设立党校，充分发挥党校在党员教育中的重要作用。注意在教学与管理骨干、学术带头人等各类优秀人才中加强党员发展工作，优化党员队伍结构。落实我省关于建立大学生党员质量保障体系的各项要求，严格把握大学生党员发展的程序和关键环节，切实提高大学生党员发展质量。
(三)加强民办高校党内民主建设。完善保障党员民主权利的制度和机制，尊重党员主体地位，提高党员对党内事务的知情权和参与度。有条件的学校可以开展校内基层党组织负责人公推直选工作。完善党内监督制度，推进党务公开，建立健全党内情况通报和反映制度，党内重要事项公示制度，拓宽党内民主途径。探索党内民主带动校园民主的多种实现形式。逐步建立以教代会、学代会为主要形式的师生员工参与学校管理的机制，积极创造师生员工能充分反映意愿、有效行使合法权利的良好环境。
四、切实加强对民办高校党建工作的领导
(一)各级地方党委要切实加强组织领导。把民办高校党建工作纳入党建工作创新工程的总体部署，摆上重要议事日程，逐步建立党员领导干部联系民办高校制度。各级党委组织部门要加强工作规划、政策指导，帮助解决民办高校党建工作中的实际问题。各级党委教育工作部门要加强组织协调、督查检查，负责指导本地民办高校党建工作。
(二)健全民办高校党建工作保障制度。党组织活动的时间和场所要有保证。党组织的活动经费每年年初由学校党组织根据工作需要和节约的原则，编制年度预算，一般应按《中共江苏省委教育工委关于贯彻〈中国共产党普通高等学校基层组织工作条例〉的若干意见》中规定的标准列入学校财务计划。在计划范围内，日常开支由党组织负责人审批，财务部门报销。遇有特殊情况需追加经费时，应经党组织会议讨论提出，由学校决定。学校党组织活动经费确有困难的，上级党组织在党费使用上，可对民办高校给予支持。
(三)加强对民办高校党建工作的评估检查。各级党委教育工作部门要按照《江苏省民办高校基层党组织建设工作考核办法》及《江苏省民办高校基层党组织建设工作考核基本标准》的要求，把党的建设和思想政治工作情况作为检查的重要内容，定期开展民办高校党建工作督查检查，发现问题，及时解决。各民办高校要以考核为契机，定期开展自查自评自纠，加强基层党组织建设各项工作。
民办学校党建工作意见 为加强党对民办高校的领导，促进民办高校健康发展，维护民办高校的和谐稳定，根据《中国共产党章程》和有关规定，现就加强民办高校党建工作提出以下意见。
一、充分认识加强民办高校党建工作的重要性和紧迫性
(一)《中华人民共和国民办教育促进法》实施以来，民办高校快速发展，取得了很大成绩，成为社会主义高等教育事业的重要组成部分。加强民办高校党建工作，对于全面贯彻党的教育方针、坚持社会主义办学方向、促进民办高校健康发展，对于加强和改进大学生思想政治教育、不断提高人才培养质量、为全面建设小康社会提供强有力的人才和人力资源保证，对于巩固党的阶级基础、扩大党的群众基础、加强党的执政能力建设和先进性建设，具有重要而深远的意义。
(二)近年来，各地各部门和民办高校按照中央有关要求，切实加强民办高校党建工作，民办高校党的组织体系逐步健全，党组织的创造力、凝聚力、战斗力不断增强。在新的历史条件下，民办高校党建工作还存在一些亟待解决的问题。有些地方对民办高校党建工作重视不够;有些民办高校忽视党的建设和思想政治工作，党组织的工作机制不够顺畅，党务干部队伍比较薄弱;有些民办高校党组织和党员不能充分发挥作用。这些问题严重影响了民办高校的改革发展稳定，必须引起高度重视，下大力气解决。
(三)加强民办高校党建工作，要以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，坚持育人为本、德育为先，结合民办高校的办学特点和工作实际，采取有效措施，加强民办高校党的思想、组织、作风和制度建设，充分发挥民办高校党组织凝聚人心、推动发展、促进和谐的作用，为促进民办高校的健康发展提供坚强有力的政治保证。
二、健全组织，理顺关系，明确民办高校党组织的作用和职责
(四)建立健全民办高校党组织。具备建立党组织条件的，必须及时建立党组织。暂时不具备建立党组织条件的，要积极创造条件建立党组织。根据党员人数和工作需要，民办高校一般设立党的基层委员会。党组织应本着精干、高效和有利于加强党的建设的原则，设立办公室、组织部、宣传部和纪律检查等工作部门，配备必要的工作人员。院系及以下单位党组织的设置形式，按照有关规定确定。党组织负责人应按照有关规定选举产生，并报上级党组织批准。党组织负责人工作变动时，必须征求上级党组织的意见。
(五)明确和理顺民办高校党组织的隶属关系。民办高校党组织原则上实行属地管理，党组织关系一般隶属于省(自治区、直辖市)、市(地、州、盟)党委教育工作部门党组织。有特殊情况的，党组织的隶属关系由党委教育工作部门商同级党委组织部门确定。
(六)民办高校党组织发挥政治核心作用，主要职责是：
1.宣传和执行党的路线方针政策，执行上级党组织的决议，坚持社会主义办学方向和教育公益性原则，致力于培养社会主义建设事业的各类人才。
2.引导和监督学校遵守法律法规，参与学校重大问题的决策，支持学校决策机构和校长依法行使职权，督促其依法治教、规范管理。
3.支持学校改革发展，及时向上级党组织和政府职能部门反映学校的合理要求，帮助解决影响学校改革发展稳定的突出问题。
4.全面加强学校党的思想、组织、作风和制度建设，做好党员教育管理工作。
5.领导学校思想政治工作和德育工作。
6.领导学校工会、共青团、学生会等群众组织和教职工代表大会。
7.做好统一战线工作，支持学校内民主党派的基层组织按照各自的章程开展活动。
三、全面加强民办高校党组织自身建设
(七)加强民办高校党组织领导班子建设。坚持用马克思主义中国化的最新成果武装头脑、指导实践、推动工作，不断提高党组织领导班子成员的思想政治素质和工作能力。贯彻民主集中制原则，积极推进双向进入、交叉任职，党组织领导班子成员可通过法定程序进入学校决策机构和行政管理机构，符合条件的学校决策机构和行政管理机构中的党员可按照党的有关规定进入党组织领导班子。建立党组织与学校决策机构的协商沟通机制，与学校行政管理机构的联席会议制度。党组织对学校的发展规划、人事安排、财务预算、基本建设、招生收费等重大事项，提出意见建议，参与研究讨论。
(八)选好配强民办高校党组织负责人。民办高校必须有一名以上的专职党组织负责人。根据工作需要，党委教育工作部门可选派德才兼备、熟悉教育工作的党员，到民办高校担任党组织负责人，也可选派退休干部中的党员到民办高校党组织任职。加强教育培训，不断提高党组织负责人的素质。加强考核监督，确保党组织负责入努力工作，廉洁自律。党组织负责人兼任政府派驻学校的督导专员。
(九)加强民办高校党务干部队伍建设。从民办高校的实际出发，逐步建立一支素质优良、精干高效、专兼职结合的党务干部队伍。院系及以下党组织负责人应由政治素质好、群众威信高、工作能力强、热心党务工作的党员担任。院系党组织应至少配备1名专职组织员。对兼职从事党建工作的人员，应计算工作量。
(十)加强民办高校党员教育管理。抓好学习培训，通过培训班、党课、报告会和研讨会等形式，有计划地组织好党员的学习教育。加强实践锻炼，深入开展“创先争优”活动和主题实践活动，组织党员立足本职岗位发挥先锋模范作用。严格组织生活，认真执行“三会一课”制度，定期开展民主评议党员、党员党性分析评议。加强流动党员管理，在民办高校从事专职工作半年以上的党员，应转入组织关系。设立党校，充分发挥党校在党员教育中的重要作用。按照有关规定，妥善处置不合格党员。
(十一)积极而慎重地做好民办高校的发展党员工作。坚持和完善发展党员工作的标准和程序，成熟一个、发展一个，实行发展党员公示制和发展党员票决制，确保民办高校新党员的质量。坚持把培养教育贯穿于发展党员工作的全过程，切实加强入党前、入党时、入党后教育，实现党员组织入党和思想入党的统一。
四、加强和改进民办高校大学生思想政治教育
(十二)把社会主义核心价值体系融入民办高校大学生思想政治教育的全过程。用马克思主义中国化的最新成果教育广大学生，使马克思主义成为广大学生的精神支柱和强大思想武器。深入开展理想信念教育，引导广大学生牢固树立中国特色社会主义共同理想。大力弘扬以爱国主义为核心的民族精神和以改革创新为核心的时代精神，引导广大学生始终保持昂扬向上、奋发有为的精神状态。广泛进行社会主义荣辱观教育，推动形成知荣辱、讲正气、促和谐的良好风尚。
(十三)努力拓展民办高校大学生思想政治教育的有效途径。深入开展社会实践，大力建设校园文化，主动占领网络思想政治教育阵地，切实加强心理健康教育，认真做好毕业生的就业指导和服务工作，充分发挥党团组织、学生组织和班级、社团等组织的作用，不断增强思想政治教育的针对性、实效性和吸引力、感染力。
(十四)加强辅导员班主任队伍建设。辅导员总体上按师生比不低于l：200的比例配备，每个班级都配备1名班主任。规模较小的学校，可适当增加比例。
五、维护民办高校安全稳定，努力建设和谐校园
(十五)建立健全维护民办高校安全稳定的工作机制。民办高校法定代表人是学校安全稳定工作的第一责任人。民办高校党组织要加强对安全稳定工作的督促检查，积极协调决策机构、行政管理机构，研究部署学校的安全稳定工作。推动建立科学有效的利益协调机制、诉求表达机制、矛盾调处机制、权益保障机制和舆情分析研判机制。拓宽师生意愿表达渠道，推行学校党政负责人接待师生、联系师生制度。综合运用法律、政策、行政等手段和教育、协商、疏导等办法，统筹化解矛盾纠纷。
(十六)加强民办高校安全稳定的基层基础工作。加强以院系党组织和学生党支部为核心的基层组织建设，推动完善维护安全稳定的基层组织网络。开展平安、健康、文明、和谐校园创建活动。强化学校内部管理，加强应急管理工作，推进学校安全保卫工作队伍建设。加强师生安全教育和法制教育，提高师生守法自律意识，有效预防违法违纪行为。配合有关部门持续开展学校及周边治安综合治理，维护学校正常的教学、工作和生活秩序。
(十七)严格落实维护民办高校安全稳定责任追究制。推动建立学校安全稳定工作责任制和工作制度，逐级签订责任书，建立安全稳定工作责任体系。党委教育工作部门要加强对民办高校安全稳定工作的督导检查，对抓安全稳定工作成绩突出的要予以表彰;对思想不重视、工作不得力的要提出批评，限期整改;对不认真履行职责，没有及时解决责任范围内的安全稳定问题，造成不良影响和严重后果的，要追究相关责任人的责任。
六、切实加强对民办高校党建工作的领导
(十八)地方党委要把民办高校党建工作摆上重要议事日程，纳入党建工作责任制，切实加强领导，建立党员领导干部联系民办高校制度。党委组织部门要加强工作规划、政策指导，帮助解决民办高校党建工作中的实际问题。党委教育工作部门要加强组织协调、督促检查，负责指导本地民办高校党建工作。
(十九)不断完善加强民办高校党建工作的体制机制。民办高校党组织负责人是抓党建工作的第一责任人，要协调决策机构、行政管理机构成员，根据分工抓好职责范围内的党建工作，形成党组织统一领导，有关职能部门各司其职、密切配合的工作格局。健全民办高校党建工作保障体系，为党组织开展活动提供必要条件。党组织的活动经费必须列入学校年度经费预算，党组织活动的时间和场所要有保证。上级党组织在党费使用上，要对民办高校给予支持。
(二十)大力推进民办高校党建工作创新。鼓励和支持民办高校党组织根据学校特点和工作实际，探索充分发挥党组织和党员作用的有效方法，创造性地开展工作。鼓励和支持公办高校对口支持民办高校，将党建工作的好经验、好做法推广运用到民办高校。各地可根据实际，建立一批民办高校党建工作示范点，加大支持和指导力度，发挥示范点的辐射带动作用。树立正确舆论导向，大力宣传好的做法和经验，表彰先进典型。加强调查研究，组织理论工作者和实际工作者开展科学研究，为加强民办高校党建工作提供理论支持和决策依据。
(二十一)加强对民办高校党建工作的评估检查。党委教育工作部门要积极探索建立民办高校党建工作评估指标体系，定期开展民办高校党建工作督查检查，发现问题，及时解决。要会同有关部门，认真开展民办高校年度检查，把党的建设和思想政治工作情况作为年度检查的重要内容，促进民办高校提高党建工作水平。
本意见所指的民办高校是实施本、专科学历教育的民办高校。
独立学院党建工作参照本意见执行。
各地党委组织部门、党委教育工作部门和民办高校要结合本地本校实际，提出贯彻落实本意见的具体实施办法。
