The Regulation on the Administration of Geographical Names, as revised and adopted at the 147th executive meeting of the State Council on September 1, 2021, is hereby issued and shall come into force on May 1, 2022. 《 地 名 管 理 条 例 》 已 经2021 年 9 月 1 日国务院第147 次常务会议修订通过，现予公布，自 2022 年 5 月1 日起施行。

2 Regulation on the Administration of Geographical Names 地名管理条例
Chapter I General Provisions 第一章 总
则
Article 1 This Regulation is developed for the purposes of strengthening and regulating the administration of geographical names, adapting to the needs of economic and social development, people"s lives, and international exchange, and carrying forward and developing the fine cultures of the Chinese nation.
第一条 为了加强和规范地名管理，适应经济社会发展、人民生活和国际交往的需要，传承发展中华优秀文化，制定本条例。
Article 2 This Regulation shall apply to the determination, modification, use, and cultural protection of geographical names, and the relevant administration thereof within the territory of the People"s Republic of China.
第二条 中华人民共和国境内地名的命名、更名、使用、文化保护及其相关管理活动，适用本条例。
Article 3 For the purposes of this Regulation, geographical names include:
第三条 本条例所称地名包括：
(1) names of physical geographical entities; （一）自然地理实体名称；
(2) names of administrative divisions; （二）行政区划名称；
(3) names of places where villagers" committees and urban residents" committees are located; （三）村民委员会、居民委员会所在地名称；
(4) names of urban parks and nature reserves; （四）城市公园、自然保护地名称；
3 (5) names of streets, roads, and lanes; （五）街路巷名称；
(6) names of residential areas and buildings of great geographical significance; （六）具有重要地理方位意义的住宅区、楼宇名称；
(7) names of transport, water resources, electric power, telecommunications, meteorological, and other facilities of great geographical significance; and （七）具有重要地理方位意义的交通运输、水利、电力、通信、气象等设施名称；
(8) names of other geographical entities of great geographical significance. （八）具有重要地理方位意义的其他地理实体名称。
Article 4 The leadership of the CPC shall be adhered to and strengthened in the administration of geographical names. The naming or renaming of an administrative division at or above the county level or the determination, modification, or use of a geographical name that involves major issues such as the state"s territorial sovereignty, security, foreign affairs, and national defense shall be reported to the CPC Central Committee according to the relevant provisions.
第四条 地名管理应当坚持和加强党的领导。县级以上行政区划命名、更名，以及地名的命名、更名、使用涉及国家领土主权、安全、外交、国防等重大事项的，应当按照有关规定报党中央。
The administration of geographical names shall be conducive to safeguarding the state"s sovereignty and national unity, carrying on the core socialist values, promoting the modernization of the national governance system and governance capability, and inheriting and developing the fine cultures of the Chinese nation. 地名管理应当有利于维护国家主权和民族团结，有利于弘扬社会主义核心价值观，有利于推进国家治理体系和治理能力现代化，有利于传承发展中华优秀文化。
Geographical names shall remain relatively stable. No entity or individual may decide to determine or modify a geographical name without approval. 地名应当保持相对稳定。未经批准，任何单位和个人不得擅自决定对地名进行命名、更名。

Article 5 The determination, modification, use, and cultural protection of geographical names shall comply with the applicable laws, administrative regulations, and the relevant provisions of the state, reflect local geographical, historical, and cultural characteristics, respect the will of the local people, and facilitate the production and life of the people.
第五条 地名的命名、更名、使用、文化保护应当遵守法律、行政法规和国家有关规定，反映当地地理、历史和文化特征，尊重当地群众意愿，方便生产生活。
Article 6 The people"s government at or above the county level shall establish and improve the coordination mechanism for the administration of geographical names, and guide, urge, and supervise the administration of geographical names.
第六条 县级以上人民政府应当建立健全地名管理工作协调机制，指导、督促、监督地名管理工作。
Article 7 The civil affairs department of the State Council (hereinafter referred to as the “geographical name administrative department of the State Council”) shall be responsible for the unified supervision and administration of geographical names work nationwide.
第七条 国务院民政部门（以下称国务院地名行政主管部门）负责全国地名工作的统一监督管理。
The foreign affairs, public security, natural resources, housing and urban-rural development, transport, water resources, culture and tourism, market regulatory, forestry and grassland, language work, press and publication, and other relevant departments of the State Council shall be responsible for the relevant administration of geographical names within the scope of their respective duties. 国务院外交、公安、自然资源、住房和城乡建设、交通运输、水利、文化和旅游、市场监管、林业草原、语言文字工作、新闻出版等其他有关部门，在各自职责范围内负责相关的地名管理工作。
The geographical name administrative department of the local people"s government at or above the county level shall be responsible for the administration of geographical names within its administrative region. Other relevant departments of the local people"s government at or above the county level shall be 县级以上地方人民政府地名行政主管部门负责本行政区域的地名管理工作。县级以上地方人民政府其他有关部门按照本级人民政府规定的
5 responsible for the administration of geographical names within its administrative region according to the division of duties as prescribed by the people"s government at the same level. 职责分工，负责本行政区域的相关地名管理工作。
Article 8 The geographical name administrative department of the local people"s government at or above the county level shall, in conjunction with the relevant departments, make a plan on geographical names within its administrative region and organize the implementation thereof upon the approval of the people"s government at the same level.
第八条 县级以上地方人民政府地名行政主管部门会同有关部门编制本行政区域的地名方案，经本级人民政府批准后组织实施。
Chapter II Determination and Modification of Geographical Names 第二章 地名的命名、更名
Article 9 A geographical name consists of a special term and a generic term. The determination of a geographical name shall comply with the following provisions:
第九条 地名由专名和通名两部分组成。地名的命名应当遵循下列规定：
(1) The meaning is specific and healthy and is not contrary to public order and good morals. （一）含义明确、健康，不违背公序良俗；
(2) The name is in line with the actual geographical area, scale, nature, and other characteristics of the geographical entity. （二）符合地理实体的实际地域、规模、性质等特征；
(3) The name uses standard spoken and written Chinese language and does not use rarely used words. （三）使用国家通用语言文字，避免使用生僻字；
(4) The name of a person shall generally not be used as a geographical name and the name of a leader of the state shall not be used as a geographical name. （四）一般不以人名作地名，不以国家领导人的名字作地名；

(5) The name of a foreign national or place shall not be used as a geographical name. （五）不以外国人名、地名作地名；
(6) The name of an enterprise or a trademark shall not be used as a geographical name. （六）不以企业名称或者商标名称作地名；
(7) The name of a famous physical geographical entity in China and the name of an administrative division at or above the county level nationwide shall be different from each other and shall not have the same pronunciation. （七）国内著名的自然地理实体名称，全国范围内的县级以上行政区划名称，不应重名，并避免同音；
(8) The names of townships or towns in the same provincial administrative region, the names of the places where the villagers" committees and urban residents" committees are located in the same county administrative region, the names of streets, roads, or lanes in the same built-up area, or the names of residential areas and buildings of great geographical significance in the same built-up area shall be different from each other and shall not have the same pronunciation. （八）同一个省级行政区域内的乡、镇名称，同一个县级行政区域内的村民委员会、居民委员会所在地名称，同一个建成区内的街路巷名称，同一个建成区内的具有重要地理方位意义的住宅区、楼宇名称，不应重名，并避免同音；
(9) The name of a famous physical geographical entity in China, historical and cultural heritage site, or geographical entity beyond the scope of its administrative region shall not be used as the specific name of an administrative division. （九）不以国内著名的自然地理实体、历史文化遗产遗址、超出本行政区域范围的地理实体名称作行政区划专名；
(10) The name of the transport, water resources, electric power, telecommunications, meteorological, and other facilities of great geographical significance shall be consistent with the geographical name of the place where it is located. （十）具有重要地理方位意义的交通运输、水利、电力、通信、气象等设施名称，一般应当与所在地地名统一。
If the rules on the naming of places are otherwise provided for by any law or administrative regulation, such provisions shall prevail. 法律、行政法规对地名命名规则另有规定的，从其规定。
